Job Title: Business Services Manager FSLA Job Status: Exempt Location:AFWD Service Area Supervisor: Deputy Director Starting Salary:$76,814 - $93,368 Yearly / Plus applicable benefits Category:Full Time Scope and Range of Responsibility: Under the direction of the Deputy Director, the incumbent will perform the responsibilities of providing leadership to AFWDs Business Services Team.
The incumbent will directly supervise all Business Service Representatives.
As a human resource generalist the incumbent will perform a wide range of human resource consulting services, and coordinate with the job seeker program team.
As an external consultant, the incumbent will directly liaison with small businesses in AFWDs service area and provide a full range of human resource solutions.
Human resource services provided by the consultant may be on a fee-for-service basis or as part of core Workforce Innovation and Opportunity Act (WIOA) service(s).
The incumbents responsibilities include functions to meet NoRTEC contract requirements to provide business services.
The position requires extensive outside the office liaison with employers, travel throughout AFWDs service area.
Organizational Structure: The immediate supervisor for responsibilities associated with business services, Rapid Response is the Deputy Director, who is responsible to the Executive Director.
This position coordinates activities with members of the AFWD Business Services Team and staff assigned to the job seeker services department.
The incumbent is a member of the AFWD Senior Management Team and directly liaisons with other Department Heads and the Executive Director, as appropriate to effectively achieve AFWDs mission.

Position Responsibilities and Duties: Position responsibilities are rated as part of the employees competency-based performance appraisal.
Within the parameters established by the Supervisor, and approved policies and procedures, the incumbent is assigned the following position responsibilities and duties: a) Provide Human Resource Support and solutions for area businesses, including services to facilitate Business Startups, Business Expansion, and Business Retention.
Additionally, provide rapid response Layoff Assistance and Employee Recruitment services.
Provide consultation to clients to develop personnel policies and job descriptions.
Provide labor law information in a general manner, while referring clients to expert professional legal advice when applicable, (i.
e.
provide labor law information, but not legal advice).
Assist clients with customized recruitments, including job postings / advertisements, job fairs, and interviewing.
Provide consultation regarding terminating employees and workers compensation.
Provide employee compensation and benefits information, including information related to competitive salaries / wages, health benefits and retirement programs.
Assist business startups and expansion clients with accessing loan sources and information regarding tax incentives, marketing, location analysis, and Federal/State I.

To foster business retention and minimize business closures, strive to provide services to achieve a stable and prosperous business community, including specific services to minimize lay-offs and keep business from closing and leaving the area.
In the event of a plant closure or lay-off, provide Rapid Response assistance, including coordinating services provided by the Rapid Response Team.
In addition, provide the employer with information to assist with planning quality outplacement services to workers and compliance with lawful termination (e.
g.
lay-off) requirements.
Coordinate to the extent workable with partnering organizations, (e.
g.
EDD, SBDC, economic development, colleges, etc.
), to provide business consultation services.
Encourage partner participation to meet business clients needs.
b)Provide Business Information Exchange, Employee Training and Public Policy information.
Facilitate and/or directly provide group presentations and training, including workshops, seminars, town meetings, and/or economic summits.
Provide one-on-one consultation to business clients, including access to resource libraries.
Assist business clients with access to local, State and/or Federal public policy information.
To the extent financially feasible provide new hires and incumbent workers with skills upgrade training opportunities, on-the-job training, classroom training, customized training, and/or internet-based training.
Coordinate to the extent workable with partnering organizations, (e.
g.
EDD, SBDC, economic development, colleges, etc.
), to provide business consultation services.
Encourage partner participation to meet business clients needs.
Serve as a resource and provide leadership to the members of the Business Services Team.
c)Exhibit strong communication skills necessary to provide human resource solutions and build a loyal client base.
Directly liaison with area businesses and display the ability to translate the clients business plans and goals into human resource capabilities.
Consult effectively and independently with clients, including all levels within the clients organization.
Handle complex questions and concerns for clients Display exceptionally strong communication skills, both oral and written, to provide final products to the business client.
Proactively promote AFWDs business services and seek new business clients by outside sales activities and attending community, business and chamber of commerce functions to liaison with employers.
Maintain comprehensive client files to track and document services, as well as entering client service information in computer tracking systems.
d)Actively participate on teams and work collaboratively to meet AFWD objectives and solve problems.
Provide leadership and work collaboratively on AFWDs multi-functional Business Services Team and other cross-functional teams.
To maximize the performance of staff, employ a team-based approach to management and leadership, recognizing that an effective manager leads by example and is a team builder, coach, trainer, coordinator, facilitator, empowerer, mediator, conflict resolver, innovator, counselor, mentor, spokesperson and advocate, source of information and fair and equitable performance appraiser.
Provide evaluation of staff performance and recommends and/or takes appropriate action to maximize individual and organizational performance.
Encourages and facilitates staff professional development and approves staff training plans.
Provide support as requested by Department Heads to facilitate county-wide operating objectives.
In the event of conflicting support requirements, notify your supervisor to assist with setting priorities, (or Executive Director in the absence of your supervisor).
In coordination with Department Heads/Program Managers, assists in developing and or updating program designs, procedures, processes, and policies to maintain compliance with dynamic Federal, State, and NoRTEC regulations, directives, and policies.
e)Community Coordination.
Participate in a variety of AFWD leadership team meetings and partner meetings.
Attend AFWD Board of Directors meeting, and provide briefings as requested.
Represent AFWD during community or other external organizational meetings, as coordinated with the Deputy Director.
Coordinate with and provide assistance to Local Elected Officials and Workforce Development Board members and provide other Community Coordination services.
Provide County Board of Supervisors with periodic WIOA update briefings, as coordinated with the Deputy Director.
f)Other duties as assigned.

Minimum Qualifications a)Bachelors Degree and two years experience in Human Resource Management is preferred.
Five or more years of human resource generalist experience or private sector leadership/management may be substituted for educational requirements.
b)Accreditation by Society for Human Resource Management certification (PHR or SPHR) is preferred.
A one-year temporary appointment may be made contingent upon the award of a certification by the Society for Human Resource Management.
c)Provide proof of automobile insurance which satisfies California Law.
d)Agree to a DOJ criminal background check required to work with youth and participate in our DMV Pull Program.
e)Agree to a pre-employment Background screening.
f)Provide right to work documentation upon appointment.

Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
While performing duties of this job, the employee is regularly required to talk and hear.
This is largely a sedentary role at a desk or working on a computer.
This would require the ability to lift office products and supplies, up to 25 pounds waist height, open filing cabinets, turning, twisting, kneeling and bending as necessary.
The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
